I have a radio that can only be tuned to multiples of 0.05 MHz (so 90,
90.05, 90.1, etc) on the fm band. Radio Times publishes a range of
frequencies, for example 90.2 to 92.4 for Radio 3. In any part of the
country will the actual broadcast frequency be a multiple of 0.05 MHz?

Not in this country, except for pirates.
It can be useful when there are two stations on very close
frequencies, and you can detune slightly to avoid the splatter
